2rw provided technical support to Noresco, a national energy service company, on behalf of the Housing Authority of Baltimore City (HABC). The Baltimore Housing Authority serves over 40,000 residents in more than 10,000 housing units. 2rw responsibilities for HABC included:

  • Completing comprehensive energy audits
  • Providing staff to support field data surveys at over 40 sites
  • Calculating water, gas and electricity utility allowances
  • Preparation of a design-build bid package for an Automatic Meter Reading System at nine sites
  • The resulting performance contract will provide approximately $50 million in improvements at HABC facilities
